Active Situations
US Midterm Elections New
Polls open tomorrow across all 50 states for House races, with 35 Senate seats and 39 governorships also on the ballot. NPR counts 70 competitive House districts; ad spending data suggests the question is not whether Democrats gain seats but how many. In Alaska, Judge Gleason rejected the DOJ lawsuit to block Senate certification on Sunday, with Peltola leading Sullivan 48–47 in the latest poll.
Iran / Strait of Hormuz Escalating
Iran's PGSA enforcement against Sinokor took effect Sunday. Sinokor is seeking clarification of the warning after pushback from the Korea Shipowners' Association. Sinokor's 93 VLCCs carry roughly 37% of all crude transiting the Strait. Brent closed Friday at $117.64, up over 13% for October. The first enforcement actions — detentions, insurance flags, or diversions — could come any day.
France Budget Crisis Escalating
The National Assembly votes Tuesday on the 2027 budget's revenue section. Lecornu's minority government cannot win a straight majority; 289 votes are required to pass a no-confidence motion. Article 49.3 remains the fallback, but it opens the same door. Five unions have called a general strike for Thursday, November 5.
AI Capex Reckoning Escalating
Intel fell 28.6% Friday — its worst day since 1974 — after guiding Q4 revenue to $15–16B and EPS to $0.25, both far below the $17B and $0.43 consensus. The S&P 500 closed at 7,580, below its 100-day moving average for the first time since April. Combined with Alphabet's roughly $500B loss earlier in the week, more than $1 trillion in AI-exposed market value evaporated in five sessions.

Your deadline to get positioned for Elon's NEXT MOVE
>> SEE HOW TO POSITION YOURSELF NOW <<
━━━━━━━━━━━━━━━━━━

I've uncovered an FCC filing from Elon Musk that lays out his NEXT MOVE, one he's working hard to keep quiet.

What's buried in this filing could be bigger than PayPal, Tesla, and SpaceX combined.

The BIGGEST thing he's ever attempted, and the BIGGEST opportunity he's ever handed the people paying attention.

This won't stay quiet for long.

After that, the window to position yourself early on this opportunity could be gone forever.

I lay it all out in a FREE presentation.

The presentation is completely FREE to watch.

No purchase required. No credit card needed.

Once you see what's inside, you'll understand why he's kept it so quiet.

Israel Coalition Deadlock Holding
President Herzog will begin coalition consultations Wednesday after receiving the certified results by November 4. Recommendations stand at 60 for Eisenkot and 46 for Netanyahu, but 61 seats are needed to govern. The Joint List has offered outside support for an anti-Netanyahu government, while Ra'am seeks to join the coalition directly; together they hold 19 seats. Eisenkot has met with other bloc leaders to coordinate.
Fed / December Rate Decision Holding
The Fed held at 3.75–4.00% last week on a 10-2 vote with two hawkish dissents. December hike odds have jumped to 85%. ISM Manufacturing PMI arrives at 10 AM ET today — consensus is 54.7, up from 54.5. Nonfarm payrolls on Friday will close out the pre-December data window.
Russia-Ukraine / Oleshky Holding
The Oleshky ceasefire expired Sunday at 22:59 local time with no confirmed extension. Pope Leo urged Sunday that the truce lead to broader peace talks. Only 2,000 residents remain in the city, down from 25,000 before the invasion. Trilateral US-Ukraine-Russia talks are planned for early November with no date set.
Ebola — DRC Outbreak Escalating
The outbreak crossed 10,300 confirmed cases and 5,000 deaths over the weekend — now the DRC's deadliest Ebola event. Eight of 26 provinces are affected, with five countries reporting cases including Nigeria. The 48% fatality rate has held since September.
Intelligence Briefing
Intel's Guidance Miss Extends the AI Cash-Flow Crisis
CONFIDENCE: HIGH
What
Intel posted Q3 revenue of $16.5B and adjusted EPS of $0.52, beating on EPS but missing on revenue. The Q4 outlook killed the stock: guidance of $15–16B in revenue and $0.25 EPS landed far below the $17B and $0.43 Wall Street expected. Shares fell 28.6% to $65.76, erasing roughly $140B in market value — the largest single-session loss for the stock since 1974.
So What
This is the second mega-cap in five days to show the same pattern: revenue growth alongside collapsing cash generation. Alphabet posted negative free cash flow of $9.1B and lost roughly $500B on Thursday. Intel's Data Center and AI segment grew 78% year over year — and it still wasn't enough to offset a steep client PC correction and a profit outlook cut nearly in half. Six of eleven S&P sectors closed green on Friday. The broad market is healthy. The damage is concentrated in names tied to AI infrastructure spending, and that concentration is what dragged the index below its 100-day average.
Now What
ISM Manufacturing at 10 AM ET today sets the macro tone for the week. NVIDIA earnings in late November are the next test of whether the AI spending cycle can produce returns — not just revenue.
France's 72-Hour Gauntlet Begins Tomorrow
CONFIDENCE: HIGH
What
The National Assembly votes Tuesday on the revenue half of the 2027 budget, which targets a deficit of 5.0% of GDP down from 5.4%. Lecornu's minority government has no path to a clean majority. Finance Minister Lescure confirmed the government may invoke Article 49.3 to force adoption without a vote. Five major unions — CGT, CFDT, FO, UNSA, and FSU — have called a general strike for Thursday.
So What
France's public debt stands at $4 trillion — 119% of GDP, the highest ratio since World War II. Both the 2025 and 2026 budgets required Article 49.3. A third consecutive forced adoption would confirm the country cannot pass a budget through normal legislative process. CGT dockworkers struck at all 24 French ports on October 30, though some terminals remained operational, ahead of Thursday's planned national strike. A budget vote, a potential government collapse, and a nationwide strike within 72 hours compounds fiscal and political risk in the eurozone's second-largest economy.
Now What
Tuesday's vote is the first trigger. If Lecornu invokes 49.3, count the no-confidence signatures. The threshold is 289.
Israel's Arab Parties May Choose the Next War Cabinet
CONFIDENCE: MODERATE
What
The Joint List and Ra'am won 19 combined seats in last week's election — a 64% increase in votes for Arab-led parties over the previous cycle. Both have signaled they will recommend Eisenkot to President Herzog when consultations begin Wednesday. Recommendations currently favor Eisenkot 60–46 over Netanyahu, but 61 seats are the threshold to govern.
So What
Until Ra'am joined in 2021, no Arab party had held formal coalition membership in Israel. The model under discussion for the Joint List is outside support without cabinet seats — similar to Rabin's arrangement in 1992 — while Ra'am seeks to join the coalition directly. But Rabin was not fighting a war with Iran. The next government's composition will shape war posture, ceasefire terms, and the diplomatic path on Hormuz. Netanyahu's Likud has already challenged the legitimacy of Arab votes. Thousands rallied in Tel Aviv over the weekend on both sides.
Now What
Results must be certified by November 4. Herzog's consultations run Wednesday through Friday. The mandate to form a government is due by November 11. Watch Shas — the ultra-Orthodox party that could move between blocs.
Under The Radar
Intel's Kiryat Gat Fab Sits in a War Zone
Two workers were killed and a third seriously injured in an explosion at Intel's FAB 28 in Kiryat Gat, Israel, on October 14. A gas cylinder malfunctioned during a transfer operation. FAB 28 produces chips central to Intel's processor line and its foundry ambitions.

The plant sits about 20 miles from Gaza in a country at active war with Iran. On the Q3 earnings call, Intel mentioned the incident in passing but steered the discussion toward client PC weakness and margin compression. No major analyst report has factored production risk at a facility in a conflict zone into the stock's repriced valuation.

Friday was about repricing Intel for weak guidance. The market has not repriced it for the physical security of its manufacturing base.

Final Assessment
Two stocks led a selloff that erased more than $1 trillion in AI-exposed market value last week. One strait carries 37% of the world's crude transit. One budget vote could topple a NATO government. One election tomorrow decides who controls Congress.

The thread connecting Intel, Alphabet, Hormuz, France, and the midterms is concentration. Market gains were loaded into AI names that are now bleeding out. Oil supply flows through a single chokepoint under active enforcement. European fiscal credibility rests on one vote. American legislative power turns on a few dozen House districts.

When everything is concentrated, nothing fails in isolation.
